As you use your computer it accumulates "junk files", files it needed to execute your commands, but that are no longer needed after you've finished the job at hand. This accumulation is an ongoing, normal part of how the computer works, but over time the build-up of these unneeded files will rob you of hard disc space and slow down your system. It is necessary to periodically remove them to keep your system running smoothly.
